MEMORANDUM OF AGREEMENT/UNDERSTANDING BETWEEN <br />PUBLIC WORKS AND EDPS-POLICE SERVICES FOR CONSTRUCTION AND WORK <br />ZONE TRAFFIC CONTROL <br />January 1994 <br />The following procedures are for the assignment of Police Services personnel to assist with traffic control <br />for Public Works Transportation, Engineering, and Maintenance field operations, including work zones <br />set up by Public Works personnel and construction projects managed by Public Works. <br />1. Emergency requests for assistance which are unanticipated by the requesting party will be addressed <br />from the on-duty available Patrol Section resources for a period of time necessary for safe resolution <br />of the emergency situation. It is agreed that generally, this time requirement will range between thirty- <br />minutes to as much as four hours in duration. Normally, a Community Service Specialist (CSS) will <br />be assigned to these emergencies when available. These situations will not normally result in a billing <br />as it is recognized as an emergency and jeopardizes the immediate safety of the motoring public. <br />2. All emergency requests for assistance will be processed through the Watch Commanders office (687- <br />5155 or 687-5342) or in the absence of same, through Communications Sections (687-5121). <br />3. All anticipated service requests will be processed on an "overtime" basis in Police Services. The <br />requesting party shall give ten working days (Monday-Friday) notice of the need for assistance. This <br />will allow Police Services time to cause posting and assignment of officers to respond to the request. <br />Service requests from private contractors (as required by Public Works as part of city-managed <br />construction projects) shall be made with Police Services at least three (3) working days in advance <br />of the needed service. Requests received with less than three (3) working days notice may be denied. <br />This shall be a contractual requirement between the contractor and Public Works for all construction <br />projects in which service by Police Services is anticipated. This requirement shall be enforced by <br />Public Works. <br />4. All requests for assistance not of an emergency nature will be processed through the Traffic <br />Enforcement Unit Supervisors Off'ice (687-5157). The current supervisor is Sgt. Kel Williams. The <br />actual assignment of officers is on a seniority basis (by contract) and may or may not result in the <br />assignment of a CSS to the project. <br />5. The requesting parties from Public Works or private contractors working for Public Works are <br />responsible for all costs incurred as overtime on an hourly basis and will be billed on a monthly basis <br />for those services described in Section #3. For Public Works Transportation (which makes most <br />service requests), the lead contact person is Randal Dale. The secondary contact person is Bob Noble. <br />6. While highly improbable that emergency situations will result in a billing, it cannot be ruled out <br />without exception.
