j . .. ~ r
, `
j. •
Planning &
Development
Planning
M~~1~1 \ ~ V l~'i
Date: March 11, 1996
To: Mayor Bascom and the City Council
From: Abe Farkas, Director
Planning and Development Department
City of Eugene
99 West 10th Avenue, Suite 240
(541) 687-5481
(541) 687-5572 FAX
Subject: TRANSFERRING PUBLIC WORKS DEPT.-OWNED SITES TO PLANNING AND
DEVELOPMENT DEPT. LANDBANKING PROGRAM
The Planning and Development Department has been actively seeking vacant parcels to put into the
Landbank Program for low-income housing. One effort has been the review of City-owned parcels to
determine if any are suitable for affordable housing. Two have been identified that are no longer
needed for the purpose for which they were originally purchased (i.e., fire stations, rights-of-way,
etc.).
The following two single family lots are being internally transferred from Public Works to Planning
and Development:
Garfield near 13th
Chase/Cross off Roosevelt
The sites will be available through the landbank program to non-profit developers and proposals will be
accepted on an ongoing basis. Proposed developments may include housing for low- and moderate-
income persons, housing for persons with disabilities, experimental or innovative housing or other
public purpose housing.
A third site was transferred from Public Safety to Planning and Development in 1992 and will also be
placed in the landbank program at this time.
28th and Polk--zoned for up to three units
NEDCO is already actively seeking to obtain the parcel at 13th and Garfield. Due to the short timeline
on their collaborative project with Valhall, using panelized construction techniques, it is expected that
the proposed property transfer will be forwarded to the City Council during the March recess. Once
notified of a pending transfer through the landbank program, the City Council has ten days to ask for
more information, after which the transaction may proceed.
For more information, contact Barbara Keller, 344-8052 or Linda Dawson, 687-5071.
