~~ ~ <br />~NTER-DEPARTNIENTAL POLICY <br />CONSTRUCTION AND WORK ZONE TRAFFIC CONTROL <br />Departments of Public Works and Public Safety <br />March 1994 <br />~ The following •procedures. are for•the .assignment of Police Services personnel to assist with traff'ic control <br />for Public Worlcs~ Transportation, Engineering, and Maintenance field operations, including work zones <br />set',up by~Public Works personnel and construction projects managed by Public Works. <br />1. Emergency requests for assistance wtriCh are unanticipated by the requesting party will be. addressed <br />from the on-duty available Patrol Section resources for a period of time necessary for safe resolution of <br />the emergency situation. It is agreed that generally, this time requirement will range between thirty- <br />minutes to as much as four hours in duration. Normally, a Community Service Specialist (CSS) will. be <br />assigned to these emergencies when available. These situations will not nonmally result in a billing as <br />it is_recognized as an emergency and jeopardizes the immediate safery of the motoring public: •„ <br />` 2: .~All emergency. requests" Afor assistarice .will be processed through the Watch Commanders office' (68Z- <br />° 5155 or 687-5342) or iri the absence of same, through the Communications Sections (687-5121). <br />~' 3. All anticipated service requests wi1T; be processed on an "overtime" basis in Police 'Services; The <br />requesting party,shall give ten working days:~(IVlonday-Friday) notice of the need for assistance~ This will <br />allow Police Services time to cause. posting and assignment of officers to respond to the request: <br />Service requests from private contractors (as required by Public Works as part of city-managed <br />construction projects) shall be; made with Police Services at least three (3) working days in advance of <br />the needed service. Requests,receiyed witti less than three (3)`working days notice may be denied. This <br />shall be a contractual requirement between the contractor and Public Works for all construction projects <br />in which.service by Police Services is,anticipated.` This requirement shall be enforced by Public Works. <br />4: All requests for assistance not, of an emergency nature, will be processed through..the . Traffic ' <br />~ Enforcement Unit Supervisors O~ce (687-5157). The actual assignnient of officers is on a seniority basis <br />(by contract) and may or may not result in the assignment:of a C3S to the project. <br />- 5. The requesting parties from Public Works or private, contractors working for Public Works are <br />responsi6le for all costs incurred as overtime on an hourly basis and will be billed on=a monthly basis for <br />those services descritied in Section #3. <br />' S. Each departmenf shall maintain an updated list of names as contacts for routine and regularly occurring <br />work. <br />7. Wliile~ highly improbable that emergency situations will result in a billing, it cannot be ruled out <br />'witho.uf - exception. However, the spirit of this agreement is that no billing will occur in these <br />circumstances and there is no :intention that this occur. <br />FOR PUBLIC SAFETY: ` ..
