U <br /> RESOURCE PROTECTION <br /> 1. Acquisition of lands and easements: acquisition of wetlands to be protected, enhanced <br /> and restored. Examples of . <br /> acquisition include easements (conservation, scenic, utility), donations, long-term <br /> . leases, land exchanges, and formal acquisition. <br /> ~.i.N1: - <br /> • will continue to manage its acquisition program, using the West Eugene Wetland Plan <br /> as the basis, in .cooperation with other parties. <br /> • will continue its promotional efforts at the national level <br /> • will continue to acquire lands and easements in conjunction with-its Water Resources <br /> Program (stormwater, floodplain management, wetlands program) . <br /> `j~= <br /> • will continue with its acquisition program at Willow Creels in cooperation with other <br /> parties <br /> e may assist parties with interim protection of other property <br /> • will continue to work with Bonneville Power Administration on its acquisition program <br /> 2. Planning: includes long-range planning for the.. West Eugene Wetland Special Area <br /> Study, strategic planning, resource management planning, and specialized planning, <br /> such as fire plan and public use plan. - <br /> ~&NI: <br /> • will continue its strategic planning for acquired lands, e:g., revising conceptual design <br /> map <br /> • will begin resource management planning, e.g., National Environmental Policy Act, <br /> Federal Land Policy Management Act <br /> • will coordinate amendments to the West Eugene Wetland-Plan: <br /> • with adopt Natural Resource Zoning ordinance (with wetland buffers), and Waterside <br /> Protection ordinance, and make necessary amendments to Land Division and Weed <br /> Control ordinances to reflect the policy direction of.the West Eugene Wetland Plan <br /> • will initiate plan amendments and rezoning to apply the natural resource zoning district <br /> to acquired wetlands in west Eugene - <br /> • will begin working on development standards to establish basin planning within the <br /> Comprehensive Stormwater Management.
