M <br /> <br /> • APPENDIX D <br /> Establishing and Certifying Credits <br /> Mitigation Credits <br /> Within the mitigation ,bank system, mitigation credits aze the unit of measurement for <br /> describing wetland impact compensation requirements (demand) and for how these requirements are <br /> satisfied (supply). For each acre of wetland impact, one mitigation credit is required and can be <br /> purchased from the Mitigation Bank Program (the "Program") to satisfy the impact requirement. <br /> Credit Supply <br /> Mitigation credits are established by the Program through restoration, creation, enhancement, <br /> and preservation activities.' Because these activities have varying levels of risk and capacity for <br /> wetland gains, ratios have been established to reflect these varying conditions. The ratios express <br /> the compensation values for each wetland impact acre (e.g.,1.0:1 means 1 acre of mitigation for each <br /> acre of impact). Restoration is the preferred mitigation activity and results in more mitigation credits <br /> than creation and enhancement.. activities. The following ratios apply to bank conditions and, <br /> therefore, assumes mitigation activities occur prior to wetland impacts. These ratios aze then <br /> converted to the bank credit factor by dividing one (1) by the ratio (for example 1.5/1 = .66 credits). <br /> iti ation Method Ratios: Bank redit actor <br /> Restoration 1.0:1 1.0 <br /> Creation 1.5:1 0.66 <br /> Enhancement 2.5:1 0.40 <br /> To determine the potential,mitigation credits of a given mitigation bank site, multiply the <br /> applicable.. mitigation credit factor (1.0; 0.66; 0.40) by the number of restoration, creation and <br /> enhancement acres of the mitigation site. The sum of these products equals the potential mitigation <br /> credits of the bank site. For example, assume a mitigation bank site to be 6 acres in size with each <br /> of the mitigation methods possible on 2 acres.
