. ` <br /> We discussed the EIS process and schedule, .local plan amendments and process, status of scientific information, <br /> including the Biological Assessment and Opinion regarding T&E species. <br /> We ended with a good discussion about mitigation for: <br /> 1) T&E species <br /> 2) wetlands <br /> 3) BLM L&WCF lands <br /> What became clear was that the USF&WS BO does not require extraordinary species mitigation beyond the <br /> conditions of the Opinion. <br /> Wetland mitigation should include a strategic plan for the entire Parkway, not segmented phases. The strategic <br /> plan could be more certain about early phases, and more conceptual for later phases. We offered ODOT support <br /> for good ideas on wetland mitigation (use of remaining ODOT lands like Martinson near Stewart Pond, Eugene <br /> mitigation bank credits (existing and future), private mitigation, use of existing ODOT mitigaiton sites, and <br /> acquistion of future sties that would further complement the west Eugene land strategy and restoration strategy. <br /> Steve Calish ended the meeting with an articulate expression of BLM's expectations about making BLM <br /> "whole" for loss of L&WCF assets - inccuding compensation for loss of weltand acres and values and possible <br /> compensation for indirect impacts that could take many forms [like recreational or educational improvments]. <br /> <br /> We are also interested in ODOT owned lands (possible t4ransfer or donation to a partner agency) and the <br /> concept of an endowment to help manage restored and enhanced wetlands. We offered ODOT our full <br /> cooperation and staff expertise.
