'With the agreement of all parties (Eugene, the -Corps, <br /> t ~ DSL), the 30 day time period may be extended indefinitely. <br /> • Upon approval of the NIP, and any required restoration permits, the Program may- <br /> proceed with mitigation improvement activities. <br /> • Upon completion of the hydrological and vegetative improvements tasks, the program <br /> - shall submit a mitigation credit certification- request to the Corps and DSL for their <br /> review and approval, Upon certification approval, the credits shall be deposited in the <br /> bank and made available for purchase. ' <br /> PERFORMANCE CRITERIA FOR MITIGATION IMPROVEMENT PROJECTS <br /> Mitigation ~ bank credits will be. generated as wetlands aze restored, created, enhanced, <br /> and preserved. The unit of wetland credit is acres. The following performance criteria shall <br /> be used for evaluating the progress and, ultimately, the success of mitigation yvork. The <br /> following criteria applies to restored .and created wetlands. For enhanced • wetlands, <br /> performance criteria will be established on a case-by-case basis at tune of mitigation <br /> improvement plan approval. <br /> • ~ Wetlands restored or created for credit shall meet criteria for jurisdictional wetlands <br /> using the wetland delineation manual in use by the Corps and DSL at the time the <br /> . respective mitigation improvement plan is approved. <br /> r . <br /> • Native Plant Species. <br /> Species Importance. Wetlands restored or created for mitigation credit shall be <br /> dominated by native plant species where their total represents at least 50°l of <br /> - species importance within two years of planting or seeding, and at least 70% <br /> within five years. Species importance is defined as 50% coverage or 50% <br /> frequency of native plants as measured in a one (1) square meter plot. Note: <br /> ' alternative standazds may be develo <br /> . wetland habitats where the above criteria aze inacp <br /> opna~taese basis for specific <br /> Species Type. The types of all planted species shall be from the Native Plant <br /> - List of West Eugene Wetlands Plan, Of the plant species occurring at a 50 <br /> . percent frequency rate or greater, at least 75 percent shall be from the Native <br /> <br /> . Plant List of West Eugene Wetlands Plan. <br /> Survival. At least 70 percent of the .planted or seeded native plants shall be <br /> alive and present at the end of the five yeaz monitoring.period. - <br /> ° Diversity and Structure.
