Wetlands restored or created for mitigation credit shall be <br /> dominated by native plant species where their total represents at least 50°l of <br /> - species importance within two years of planting or seeding, and at least 70% <br /> within five years. Species importance is defined as 50% coverage or 50% <br /> frequency of native plants as measured in a one (1) square meter plot.
