DMSION OF STATE LANDS <br /> OREGON DEPARTMENT OF ENVIRONMENTAL QUALITY <br /> and <br /> EUGENE DISTRICT, U.S. BUREAU OF LAND MANAGEMENT <br /> CITY OF EUGENE <br /> To <br /> • Establish Procedures for the <br /> Completion of the Bertelsen Slough East <br /> (E2e) Wetland Compensation .Mitigation Site <br /> . This Memorandum of Agreement (MOA) is entered into to establish the interagency operating <br /> procedure for completion of the Bertelsen Slough East (E2e) Wetland Compensatory <br /> Mitigation Site (E2e Site). <br /> Background <br /> The City of Eugene has adopted the West Eugene Wetlands Plan (WEWP) which identifies a <br /> wetland development 'and compensatory mitigation strategy for the West Eugene study area. <br /> Site E2e was identified as a high priority acquisition site. The site lies at the eastern gateway <br /> to the West Eugene wetland complex and has significant restoration potential. The site <br /> comprises 16 acres with the potential to restore 7 acres to wetland condition. Restoration of <br /> an integrated wetland complex on the site along with interpretative faalities can have <br /> sign cant benefit for implementation of the WEWP and Oregon's goal to maintain the state's <br /> wetland heritage. ~ ~ . <br /> The City desires to use funds from individuals allowed to after wetlands off-site for the <br /> purpose of wetland restoration at the E2e site. This agreement is a limited effort to achieve <br /> compensatory mitigation within the WEWP area. ~ The site is owned by the U.S. Bureau of <br /> lend Management. - <br /> Understanding <br /> This agreement applies to projects within the greater West Eugene area that comply with <br /> federal nationwide permits for wetland projects. Only projects involving unavoidable and . <br /> necessary impacts to wetlands as determined by the Division of State Lands will be eligible. <br /> Previously approved projects (RF 6175 Airport, RF 6484 Richardson Housing, RF 5827. <br /> Shiftlett) will specifically be available under this agreement. In no case shall wetland creation, <br /> <br /> . restoration, or enhancement be allowed at less than 1:1 ratio. Mitigation ratios adopted in the <br /> WEWP (Attachment A) shall apply to all projects. <br /> <br />
