PMG Background and Purpose <br /> <br /> As the WEEE Project is moving from the Scoping phase, where we have established the project's <br /> purpose and need statement and the range of alternatives to be studied further, into the <br /> <br /> Alternatives Analysis/Draft Environmental Impact Statement phase, LTD is taking various steps to <br /> update the project's work plan and approach to meet the needs of .the AA/DEIS phase. Of <br /> particular importance is the establishment of the PMG. <br /> The PMG will be made up of the following upper level staff from LTD, LCOG; the City of Eugene <br /> and ODOT: <br /> • Mark Pangborn -LTD <br /> • Stefano Viggiano -LTD <br /> • George Kloeppel - LCOG <br /> • Kurt Corey -City of Eugene <br /> • Sonny Chickering - ODOT <br /> • Tom Schwetz -LTD: Project Manager and Lead Staff <br /> In general, the purpose of the PMG is to assist LTD staff and to advise the WEEE Project's <br /> policy-maker leadership on strategic issues and milestones through the project development <br /> process. In particular, the PMG will: <br /> • Review and advise LTD staff, the EmX Steering Committee and the LTD Board of <br /> directors on the proposed design of the alternatives under consideration -helping LTD to <br /> balance design objectives, avoidance, minimization and mitigation of adverse impacts <br /> and regional and long-term transportation and land use needs and opportunities; <br /> • Assist LTD staff in establishing and maintaining a project schedule; <br /> • Secure staff support and attention from LCOG, the City of Eugene and ODOT for the <br /> WEEE project, as appropriate; <br /> • Provide a forum for interagency coordination, discussion and resolution of issues related <br /> to the WEEE Project; <br /> • Help ensure timely and appropriate communications between the agencies concerning <br /> the WEEE and related projects; <br /> • Assist LTD in implementing the LPA adoption process, including reviewing the draft <br /> Locally Preferred Alternative Report (LPA -prepared by LTD staff) and adopting a <br /> recommended draft LPA for consideration by the EmX Steering, Committee, City of <br /> Eugene, LTD Board of Directors and Metropolitan Policy Committee. <br /> <br />
