VNEW Charter Discussion Background Information
9/4/2008

Statement of Need:

The West Eugene Wetland Partnership was established to facilitate implementation of the West
Eugene Wetland Plan. Over the years the partnership has expanded, collaborating in new
areas on new projects including many increasingly outside of those identified in the West
Eugene Wetland Plan. At present the WEW partnership structure has stretched to address the
variety of plans, projects and programs that are now relevant. The WET agreed that taking a
look at the charter and structure and considering modifications, or perhaps reformulation,

would be not only timely but a useful conversation for the partners.
Goals:
The intent of an amended WEW Partnership would be to accomplish the following goals:
1. Increase efficiencies through expanded and improved coordination.
2. Reflect existing partnership work while adding a strategy component.
o Develop a 10-year work plan or similar articulation of near term goals. It may
include generalized outcomes, although these may be less
prescriptive/directive and more broad intent-oriented. This plan would remain
flexible and be updated regularly.
o Create an updated organization structure to reflect lead members and
associate members. Consider creating new teams (i.e. a core team for
ridgeline implementation, "private lands stewardship and education team",
etc.)
3. Create an agenda for the policy members of the partnership so they (a) identify and
address emerging issues, (b) are informed of and can address alignment needs that
affect implementation, funding, messages, opportunities, (c) engage each partner
organization at their maximum potential, (d) serve to elucidate and update the
partnership regarding structure, goals, strategies, and any major changes in those area
.for each organization.
4. Formalize and acknowledge partnerships that are already working together outside of
the WEW, remaining flexible in order to allow future growth and avoid excluding projects
that are on horizon. The different "arms" of the partnership will likely work together in
ways reflective of different formal and informal agreements (i.e. one shoe will not likely fit
all situations).
