"s
Exhibit B -Services to be Performed
PROGRAM DESCRIPTION
As part of the federal direction on stormwater quality, the City of Eugene has undertaken a public
education program to help reduce stormwater pollution. A critical component of the education
program is developing opportunities for school children to learn how to protect clean water
resources and reduce stormwater pollution. The City of Eugene Public Works Department desires
that the Bethel School District teachers integrate a water quality curriculum for use at elementary
and middle school levels. It is in the interest of the City and Bethel School District to establish a
purchase of service agreement whereby Bethel School District provides instruction to students
using the water quality curriculum as developed, and the City provides compensation
commensurate with stormwater program education costs identified by the City for elementary and
middle school aged youth. Although it is intended that this will be an ongoing program, this initial
contract will have a duration of 10 months (September, 2001 -June, 2002). At the end of that
time, SPLASH program administrators for the City of Eugene will review the contract to
determine the appropriate level of compensation.
THE CITY OF EUGENE AGREES TO THE FOLLOWING:
The City will provide for the production, distribution and update of all materials that are
part of the established stormwater cumculum. (Known as SPLASH: Stormwater Pollution
Learn and Share).
2. The City will budget for program costs and determine maximum compensation available to
the Bethel School District based on adopted budget resources. For the school year ending
June, 2002, that amount is $20,000 (twenty thousand dollars).
3. Compensation to the Bethel School District will be made upon its submittal of an annual
report to the City in June, 2002.
BETHEL SCHOOL DISTRICT AGREES TO THE FOLLOWING:
The stormwater curriculum (SPLASH), as developed, will be the basis for program
acceptance and compensation.
2. The Bethel School District will establish a procedure to ensure that participating schools
are incorporating the curriculum (SPLASH) into educational programs. The level of
participation will form the basis for future School District compensation from the City.
3. Participating schools will submit a report to the District office using the format provided
by the City or an accepted alternative. The School District will report to the City and
accept lump sum payment from the City under the methodology described above. The
School District will be responsible for allocation and disbursement determinations related
to offsetting Bethel stormwater fees, awards to teachers, and/or participating schools.
