on

DEPARTMENT OF
J E C 2 0 1991 December 16, 1991 TRANSPORTATION

CITY OF EUGENI~ CITY APPORTIONMENT ALLOCATION SURVEY Highway Division
Planning Section
325 13th St. NE
Salem, OR 97310
378-3422
Fax 378-5770
FILE CODE:
PLA 9-1
The Oregon Department of Transportation is preparing a 1992 Highway Cost Responsibility Study for
the 1993 State Legislature. The study deals with funds collected by ODOT and PUC from Oregon road
users. This requires knowing how local governments plan to use their statutory apportionments from
the State Highway Fund.
The study is being conducted with the cooperation of the League of Oregon Cities. Your assistance in
completing the enclosed questionnaire will help us prepare a statewide average for all cities.
The target year for the study is Fiscal Year ending June 30, 1995, so we are interested in how you
anticipate spending your apportionment for that year. We estimated the apportionment to your city at
currently expected FY 1995 statutory tax rates. We are also asking how you would spend an
apportionment 50 percent larger.
We realize that each city receives other sources of funding. This 50 percent increase is made with the
assumption that your other sources of funding will remain the same. We ask that your response to this
portion of the questionnaire be made with this assumption.
On the questionnaire we labeled the apportionment at the currently expected FY 1995 tax rates as Case
A and the 50 percent larger distribution as Case B.
For the major expenditure headings -New Construction/Reconstruction, Rehabilitation, and Maintenance
- we listed the individual work categories used in the study and ask that you indicate what share of your
apportionment will be spent on each activity. We realize that the number of individual categories is large,
but please make your best estimate. If you will not fund an activity from your Highway Fund
apportionment, enter zero for that activity.
A brief description of those expenditure categories that are not self-explanatory is enclosed.
We need your reply by January 10,
please call Bill Eklund at 378-2142.
~~
John Merris ~'l.
Cost Respo s' ility to y Manager
JM:ds
Enclosures
cc: Dick Townsend, LOC
1992.
