I would like to add a note of explanation on how we forecast expen- <br />ditures for Case B. <br />If additional State Highway Fund apportionments were available in FY95, we <br />would commit those resources primarily to our preservation program, and sec- <br />ondarily to our reconstruction program. The table showing proposed distribu- <br />tion of funds across programs reflect using 75% of new resources in the pres- <br />ervation program and 25% of those resources for reconstruction. We are pres- <br />ently estimating that we need an additional $2 million annually in preserva- <br />tion to maintain our surface transportation system at existing conditions. <br />Because our current maintenance, preservation and modernization activities <br />reflect our overall system, there would be little change in how those activi- <br />ties are provided if we had additional resources. That is, while preserva- <br />tion activities would increase with an infusion of new revenue, the types of <br />activities would not change significantly. For this reason, the percentage <br />distribution of activities within each program type are projected to remain <br />the same for both Case A and B. <br />Finally, increased resources used for preservation and reconstruction would <br />be concentrated on collectors, residential street and arterials, in that <br />order. This reflects the more recent modernization of arterials that will <br />have been completed through FY95. <br />Please let me know if I can provide any additional information.
