Deed <br /> restrictions are i place to address the human health and environmental concerns <br /> f ppsed at this site, which is currently used as a park. The restrictions placed on the site <br /> ir~elude limiting tore land use at the site to its current use and requiring long-term <br /> rrlonitoring and zi.ntenance of the cap. The Oregon Department of Environmental <br /> Quality selected a deed restrictions and cleanup actions as the final site remedy in <br /> Aril 1999. <br /> ' The landf 1 was active from the mid-1920s to the early 1950s. The wastes <br /> were disposed of y open burning. When the landfill was closed, it was covered with <br /> a ~ayer of soil. E sion had removed some of the cover soil, exposing waste materials <br /> in' some areas. <br /> In 1990, EQ performed preliminary environmental investigations, In 1992, <br /> the City of Eugen signed an agreement with DEQ to conduct a cleanup under DEQ <br /> o~'ersight. The Ci conducted further investigations to determine the extent of waste <br /> ar~d lead-contami ated soils, and groundwater contamination at the site. The fast <br /> cleanup actions w re conducted in 1995 and 1996, and included removal of waste <br /> from nearby resid ntial areas, consolidation of wastes under an engineered cap, and <br /> regrading of port' ns of the landfill to reduce erosion. Groundwater contamination <br /> w~ not present at a site. <br /> DEQ has d termined that with the cleanup actions and placement of the deed <br /> ' re~tri.ctions, there a no current or future likely adverse impacts to human health or <br /> thq environment frpm the site, and no further action is required. <br /> (more/over) <br /> <br />
