• <br /> Eugene Public Works <br /> Maintenance <br /> October 8, 2018 <br /> Cindy Breaux <br /> 3240 Inspiration Point Dr. <br /> Eugene, OR 97405 <br /> Dear Ms. Breaux, <br /> Thank you for contacting Public Works and expressing interest in our Gravel Street and Alley <br /> Partnership opportunity. Your request, as identified on the TSP application is to grade and <br /> gravel an existing gravel surface. I have inspected the gravel portion of Whitten Dr. from Storey <br /> Blvd. north to approximately 1,360 feet to the northeast paved section. I offer the following <br /> observations, along with your option for proceeding in a partnership with Public Works.for <br /> surfacing the gravel section of Whitten Drive. <br /> The portion of Whitten Dr. involved in this agreement is located directly north of the intersection <br /> of Storey Boulevard. This street segment adjoins, at least partially, approximately 23 <br /> properties, a number of which use this street for primary access. Segment length on Storey <br /> Blvd. included in this agreement is approximately 1,360 feet long, and the dedicated street <br /> width appears to vary between 20-36 feet. The street alignment is curving, running north to <br /> north/east.There is an approximate 10 percent grade rise heading south with the highest point <br /> near the intersection Storey Boulevard. The current surface is gravel. The average street width <br /> available for surfacing varies between 10 -18 feet along this segment, which is consistent with <br /> the existing gravel traveled width. <br /> Overall condition of the gravel surface is heavily worn with significant rutting, large potholes, <br /> and very limited base rock in areas along with significant mud/dirt present at the surface. <br /> Where driveway culverts are present, culvert maintenance is the responsibility of adjacent <br /> property owners. Drainage appears to follow the natural slopes and sheet flows predominantly <br /> to the northwest. Grading will not change the natural sheet flow and drainage from the road <br /> should be expected. There does appear to be some roadside ditching in this segment, <br /> predominately along the east hand side. The ditch is in poor condition and contributes to the <br /> poor road condition, especially where vehicles are leaving the road surface to avoid potholes. <br /> Residents of Whitten Dr. have the following option available as a partnership with Public Works: <br /> Grade the existing gravel and filling potholes on the"traveled"surface. Width of grading will be <br /> limited to 18 feet maximum, and the vast majority will be narrower, approaching the 10 feet <br /> width available as the traveled surface.
