Your request, as identified on the TSP application is to pave an <br /> existing gravel surface. I have inspected the gravel portion of E. 28th Ave. from Central Blvd. <br /> west to approximately 615 feet to the west end. I offer the following observations, along with <br /> your options for proceeding in a partnership with Public Works for surfacing the gravel section <br /> of E. 28th Avenue. <br /> The portion of E. 28th Ave. involved in this agreement is located directly west of the intersection <br /> of Central Blvd. This street segment adjoins, at least partially, approximately 12 residential <br /> properties, several of which use this street for primary access. Segment length on E. 28th Ave. <br /> included in this agreement is approximately 615 feet long and the dedicated street width is <br /> approximately 60 feet. The street alignment is fairly linear, running east/west. There is an <br /> approximate 10 percent grade rise heading east with the highest point near the east <br /> intersection of the project. The current surface is gravel. The average street width available for <br /> surfacing is approximately 16 feet along this segment. <br /> Overall condition of the gravel surface is worn with rutting and minimal base rock in areas and <br /> some mud/dirt present at the surface. <br /> Where driveway culverts are present, culvert maintenance is the responsibility of adjacent <br /> property owners. Drainage appears to follow the natural slopes and sheet flows predominantly <br /> to the west. There appears to be some minor roadside ditching which is in poor condition. <br /> Residents of E. 28th Ave. have the following option available as a partnership with Public Works: <br /> The City will perform or contract the grading and paving of the identified street segment. Up to <br /> 4-tons of rock may be utilized to fill potholes or existing low spots prior to paving. Paving will <br /> be performed in two lifts with a total compacted thickness of approximately four inches (4")over <br /> gravel. Additional thickness may be provided as an option. Asphalt will be Commercial C and <br /> is limited to 230 tons.
