I have spoken with Police of
the impact of using these dollars for other than fleet purchases. Especially that they will not be able to come back later and
want to;replace these units without working them into the long term plan again. This can and probably will have some
impact wpon them but this is their choice, so I'm supporting them on this. If you have any further questions or suggestions
please list me know, thanks.
Carlos
-----Original Message-----
From: 'HARDT DeeAnn
Sent: Friday, March 01, 2002 12:09 PM
To: SIEL Rick B; DAVIS Carlos A
Cc: BEHM Karen L; HANSON Becky G; CARLSON Jim R; BUCHANAN Thad A; MURDOCH Kitty M; SCHIFFER
Dave
Subject: RE: Police Radio purchase
Based pn a phone message from Rick, I understand that Jim and Carlos are okay with the plan to tal a-fl~tr
reserves in for the purchase of these discounted radios. We will process this transaction o SB#3 (Kitty/Dave will
an icipa e a BARF from Carlos) . In addition to that resource, there is 1 nt in the FY02 fle for a police
vehicle that will be redirected to the purchase of radios. The remaining 27k for the purc ass will come from Central
Services (Rick pls work with Karen on this piece). In summary, $27k of the $110k funding for these radios will come from
the General Fund and $83k will come from the Fleet Fund.
In FYOJ Police has agreed to reduce their allotment to purchase 11 vehicles down to 8. This will "free up" $66k which will
be used to replenish the FY02 reduction of fleet reserves necessary to make the radio purchase this fiscal year.
Thx Carlos, for being flexible and helping us get this purchase accomplished this year.
If there are questions, let me know. ~G~ w4 -FLCct ~-C-~
' ~ ~ 000 ~G- G!t'r~~
----Original Message----- a ~~CS
From: HARDT DeeAnn Z n ~
Sent: Thursday, February 28, 2002 1:24 PM
To: SIEL Rick B; CARLSON Jim R; JOHNSON Jim R; BUCHANAN Thad (p ~,Od C7
Cc: BEHM Karen L; DAVIS Carlos A; HANSON Becky G
',Subject: RE: Police Radio purchase ~ ~ 000
It's possible to do an action on SB#3 this year to move $66k from fleet reserves into spending authority within the
'fleet fund. Then those fleet reserves would be replenished in FY03 when police buys 3 fewer vehicles. This
works for me, if it works for the Jim's.
-----Original Message-----
' From: SIEL Rick B
Sent: Thursday, February 28, 2002 1:08 PM
To: CARLSON Jim R; JOHNSON Jim R; BUCHANAN Thad A
' Cc: BERM Karen L; DAVIS Carlos A; HARDT DeeAnn; HANSON Becky G
Subject: Police Radio purchase
Motorola sent out a promotional option for purchasing radio in which they offered a $500 discount per
radio, valid on orders placed by the first of March. The Police Department is in the process of switching
over from an analogue to a digital system and we would like to purchase the remaining 48 fixed mount
digital police radios. With the discount, Motorola quote a price of $2,291.61 per radio. Total purchase
price for 48 radios would be approximately $110.000. As savings of $24,000.
We proposed taking the spending authority for three (3) of our eleven patrol vehicles to be ordered in
FY03 ($22,000 per vehicle = $66,000) and one (1) unmarked from FY02 ($17,000), for a total of $83,000.
I've discussed this proposal with Carlos Davis and he will support the purchase. Carlos advised that the
white the 17K is available in the FY02 fleet reserves, the 66K from FY03 would need CMO approval on a
supplemental budget. The issue will go before the Fleet Board for their approval on Monday, 3-4-02.
1
