The <br /> agreement facilitates the conversion of the green section of trai~c signal heads from an <br /> incandescent light source, normally a 150 watt lamp, to a green light emitting diode ~L,ED) kit, <br /> using approximately 25 watts. The red section of traffic signal heads were converted 5 years ago <br /> with great success. <br /> This project will also involve the replacement of the internally illuminated street name signs with <br /> non-illuminated street name signs using diamond grade reflector sheeting. The internally <br /> illuminated lane control signs mounted on mast arm and span-wire signals were replaced with <br /> non-illuminated lane control signs using diamond grade sheeting 5 years ago with great success. <br /> These signs are so efficient in reflecting the light from automobile head lights that we did not get <br /> on~ complaint. I expect the change was not even noticed by the public. We replaced several of <br /> the illuminated street name signs on W. 11 Ave. a couple of years ago, and again, no one has <br /> complained, or noticed a difference. We have been using street name signs with diamond grade <br /> sheeting for all of our new signals for the last couple of years with great success. <br /> The project cost is estimated at $462,008. EWEB is offering a cash incentive reimbursement of <br /> $186,613. EWEB is also offering a 7 year loan of $275,395 to make up the difference. The loan <br /> is designed such that the monthly payments, interest and principal, would be .equivalent to the <br /> energy cost difference between doing the conversion and not~doing the conversion. That will <br /> give us a net zero balance for our operating budget until the loan is paid off. The actual <br /> operating savings would not be realized until after the loan is paid off. We also have the option <br /> of paying off the loan, or refinancing the loan if we can get a better rate. In addition to the <br /> ongoing energy savings, there would be significant savings in staff maintenance resource, <br /> <br /> particularly regarding the street name signs. <br /> <br />
