The revocation takes effect immed-
iately upon being received by the operator or upon being delivered to the
operator's address as shown in the lease or permit. The notice shall state
the reasons for the revocation.
10.4 Effect of Revocation. No person whose lease or permit has been
revoked by the City shall carry on any aeronautical activity or commercial
operation at the Airport for one year after that revocation. On written request, filed within
ten days of the revocation, the Airport Manager shall reconsider revocation
of the permit or lease. The request shall be filed by the operator and shall
state the reasons why revocation was improper. The Airport Manager shall
decide whether to continue the revocation on the basis of whatever record
the Airport Manager deems necessary. The Airport Manager may decide the re-
consideration on the basis of the written request, may meet with the operator
to discuss the revocation, or may conduct an evidentiary hearing to resolve
any issues of fact.
