ment area or its adjoining area shall receive approval from the <br /> <br /> err Control Tower and have an operating radio with appropriate air to <br /> ground frequencies (ground control/local control) or be escorted <br /> by Airport personnel. All persons in the movement area shall be <br /> conversant with and follow light signals from the Control Tower. <br /> All vehicles, aircraft, equipment or personnel in the movement <br /> area shall follow the procedures set out in the current letter of <br /> agreement between the City of Eugene, Eugene Air Traffic Control <br /> Tower, and Eugene Airway Facilities. <br /> 5.2.1.3. Vehicles operating in the movement area shall <br /> have a flashing yellow light or appropriate signal flags displayed <br /> at all times. <br /> 5.2.1.4. Vehicles operating in the airfield area shall <br /> operate at a reasonable speed, and shall not exceed 15 MPH except <br /> when performing a runway inspection. <br /> 5.2.1.5. Unless permission is obtained from the Control <br /> Tower, agriculture equipment shall not operate closer than 175 <br /> feet from the edge of any runway or 75 feet from the edge of any <br /> taxiway, or in any area where such operations would be inconsistent <br /> with the requirements of FAR Part 77. <br /> 5.2.2 Exhaust Protection. No person shall operate a motor vehicle <br /> or any engine in any hangar or on any ramp or apron without exhaust <br /> screens or baffles to prevent the escape of sparks or flame. <br /> 5.2.3 Limitation of Entry to Airfield Area/Security. Aeronauti- <br /> cal activity operators shall keep the gates closed on the terminal build- <br /> ing'apron, except when necessary for the loading and unloading of air- <br /> cra~'t. Spectators will not be permitted on the apron without Airport <br /> Manger approval. All operators shall conform to FAR Parts 107 and 108. <br /> 5.2.4 Parking of Motor Vehicles at Apron. No motor vehicle shall <br /> be parked at an apron within ten (10) feet from any fire hydrant. <br /> 5.3 Operation of Aircraft. <br /> 5.3.1 Careless, Negligent or Reckless Operation of Aircraft. No <br /> aircraft shall be operated on the surface of any part of the Airport: <br /> in a careless or negligent manner; while the person controlling the <br /> operation of the aircraft is under the influence of intoxicating liquor, <br /> or any drug affecting the senses; or, if the aircraft is constructed, <br /> equipped or loaded in a manner which endangers or may endanger persons <br /> or property. <br /> 5.3.2 Compliance with Official Orders, Signals and Directions. <br /> The person in control of any aircraft must comply with any order, signal <br /> or direction of the Control Tower or the Airport Manager, and applicable <br /> lights, signs, signals and pavement markings. <br /> 5.3.3 Two-Way Radio Required on Aircraft.
