<br /> • <br /> I~~ <br /> 3.1.6 Initiate a NOTAM closing of the Airport or any part thereof <br /> through the FAA when unsafe conditions exist; <br /> I~' 3.1.7 Issue, execute and administer all permits, licenses, and <br /> le~ses for the conducting of any activity at the Airport; <br /> 3.1.8 Limit the number of permits, licenses or leases for a par- <br /> ticjular activity at the Airport when such limitation is consistent with <br /> fedleral 1 aw; <br /> 3.1.9 Administer and enforce these rules; <br /> ail 3.1.10 Set all fees and charges imposed by the City for services, <br /> goods, use of municipal property, licenses, permits and applications for <br /> the foregoing arising from operation of the Airport; and <br /> 3.1.11 Perform any other duty that may be assigned by the City <br /> Manager. <br /> 3.2~ Airport Commission. The composition and authority of the Airport <br /> Commission is governed by Sections 2.050 to 2.054 of the Eugene Code, 1971. <br /> I <br /> 4. RUL~S OF GENERAL APPLICABILITY. <br /> 4.1~'' Compliance with Federal Law. All aeronautical activity and commer- <br /> cial operations at the Airport shall comply with the regulations and direc- <br /> tives of~~the FAA and any other federal agency with jurisdiction over air- <br /> ports, a~d with the directives of the Airport control tower. <br /> 4.2~ Permit Required. No person shall conduct commercial operations or <br /> engage i~ aeronautical activity at the Airport, use the Airport as a base for <br /> the conduct of business, or otherwise provide services or goods to travelers, <br /> customer, a permittee or a lessee at the Airport, without first obtaining a <br /> written ermit or lease from the Airport Manager. The duty to obtain a per- <br /> mit for upplying services or goods to a single permittee or lessee may be <br /> waived b the Airport Manager if the extent of the activity is not substan- <br /> tial. S ch a permit shall be issued and revoked under the procedures set <br /> out in R les 9 and 10. <br /> 4.3~I, Operation of Motor Vehicles. The operation of all motor vehicles <br /> at the A~rport shall comply with: <br /> II 4.3.1 State laws regarding motor vehicle operation, including the <br /> Ore~on Vehicle Code, ORS Chapters 801 to 822; <br /> 4.3.2 City ordinances regarding motor vehicle operation (includ- <br /> inglthe provisions of Chapter 5 of the Eugene Code, 1971); <br /> ~ 4.3.3 Orders, signals, and directives of the Airport Manager; <br /> 4.3.4 Traffic control devices; and <br /> Rules - 4 <br /> <br />
