P ovide a fair and equitable charge for services to property owners, <br /> <br /> THE PUBLIC WORKS DIRECTOR FINDS THAT: <br /> 1. he amount currently charged for engineering services to local <br /> 'mprovement districts is not adequate to recover the actual costs <br /> 'ncurred. <br /> 2. study and analysis of these fees has been completed. <br /> 3. n increase in the current charge rate needs to be implemented in <br /> rder that the City may recover, on current and new projects, an <br /> amount that more closely reflects actual costs. <br /> 4. The analysis indicates that engineering costs over the past <br /> three years have averaged 21.35% of project construction costs. <br /> BASED ON HE ABOVE FINDINGS, THE PUBLIC WORKS DIRECTOR ORDERS THAT: <br /> --Pr perty owners in local improvement districts be assessed a charge <br /> fo engineering services at a rate of 21% of actual project construc- <br /> ts n costs.
