ADMINISTRATIVE ORDER <br /> of the <br /> City Manager <br /> City of Eugene, Oregon <br /> The ity Manager of the City of Eugene finds that: <br /> A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of <br /> 1976, the ity Manager is designated as the .administrative head of the City, and is <br /> specifically uthorized to appoint and remove all employees (except as otherwise provided <br /> in the Cha er), and to enforce all ordinances of the City. <br /> B. In conformity therewith, many of the provisions in the Eugene Code, 1971, <br /> including S ctions 2.245 to 2.251 cpncerning the Tree Commission, authorize or require <br /> certain spe ific duties or acts to be performed by the City Manager or the Manager's <br /> designee. any of those duties are administrative, and it would be more efficient to <br /> delegate th it performance to others. <br /> G The City's PARCS Department and Public Works Department are directly <br /> involved in the City's program for preservation, enhancement, and maintenance of the <br /> City's urban forest, and it would therefore be more efficient, expeditious, and in the public <br /> interest to elegate the City Manager's duties and responsibilities under Sections 2.245 to <br /> 2.251 of the Eugene Code, 1971 to Ed Smith, Executive Director of PARCS and Christine <br /> Andersen, ecutive Director of Public Works. <br /> D. Ed Smith, Executive Director of PARCS, and Christine Andersen, Executive <br /> Director of Public Works should also be specifically authorized to delegate all or any of <br /> the duties r responsibilities delegated herein if he or she determines it would be more <br /> efficient an in the public interest to do so. <br /> NOW, THEREFORE, <br /> THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br /> THAT: <br /> Base on the above findings, which are hereby adopted, Ed Smith, Executive <br /> Director of the PARCS Department and Christine Andersen, Executive Director of the <br /> Public Wor Department of the City of Eugene are hereby authorized to: <br /> <br /> • ; ~ 1.
