The stablishment of the proposed monthly sewer user rates is in the <br /> publ c interest and in conformity with adopted City policies and ordi- <br /> nanc s and with Oregon statutes. <br /> 2. The roposed fees meet the guidelines established in Section 2.020 of <br /> the ugene Code and should be implemented. <br /> 3. It i essential that the rates be implemented without delay to meet the <br /> requ'rements of the FY92 budget. <br /> Now, Ther fore, based on the above findings, and pursuant to the authority <br /> contained in Section 2.020 of the Eugene Code, 1971, it is hereby ordered <br /> that the ewer user fees proposed above are established.
