.58-91-0~ <br /> . . <br /> ADMINISTRATIVE ORDER <br /> of the <br /> CITY MANAGER OF THE CITY OF EUGENE, OREGON <br /> Emergency Rule R-5.040 -Establishing Residential <br /> Permit Parking Zone Regulations <br /> The ity Manager of the City of Eugene finds that: <br /> A. Under the provisions of Section 5.040 of the Eugene Code, 1971, the City <br /> Manager h authority to establish parking zones or restrict parking upon the streets of the <br /> City. Sectio 2.019 of the Eugene Code, 1971 authorizes the City Manager to adopt rules <br /> necessary fo the administration or enforcement of provisions of the Eugene Code, 1971. <br /> B. Within certain residential areas of the City, heavy concentrations of vehicles <br /> other than t ose of area residents or guests of residents, consistently park on the streets <br /> for extende periods of time, causing congestion, impeding the movement of traffic, and <br /> unduly rest cting entry of residents to their homes. <br /> C. These congested conditions create polluted air, excessive noise, trash and <br /> refuse, and esult in blighted or deteriorated residential areas. <br /> D. Establishment of residential permit parking zones is consistent with the goals, <br /> objectives a d policies set forth in TransPlan by: <br /> (1) Minimizing the adverse impact of motor vehicles on local residential <br /> stree ; <br /> (2) Minimizing spill-over parking from nearby high-employment sites; and <br /> (3) Promoting transit and alternative modes of transportation by <br /> disco raging long-term employee parking. <br /> E. The establishment of residential permit parking zones is intended to provide <br /> preferential longer-term parking for residential area tenants, owners, and guests only for <br /> periods whe there is a consistently high demand for long-term on-street parking. <br /> F. The establishment of residential permit parking zones within the City is <br /> necessary in order to promote the health, safety and welfare of the inhabitants of the City, <br /> and is consi tent with adopted City policies and goals. <br /> G.
