~ . <br /> <br /> ' ADMINISTRATIVE ORDER <br /> of the <br /> City Manager of the City of Eugene <br /> ESTABLISHING FEES FOR <br /> RE DENTIAL PERMIT PARKING ZONE REGULATIONS SERVICES <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine d set fees and charges to be imposed by the Ciry for services, goods, use of <br /> municipal p operty, and licenses and permits. <br /> B. In accordance with the procedures set forth therein, on August 16, 1991 I <br /> notified the Mayor and City Council that I intended to establish fees to recover the cost <br /> of processi applications for designation of residential permit parking zones or removal <br /> thereof, an issuance of permits, as set forth in the Notice of Intended Fees attached as <br /> Exhibit A t ereto and incorporated therein by reference. The Notice was posted at two <br /> locations at ity Hall on August 16, 1991, and made available for interested persons at the <br /> offices of t e Ciry Manager, Ciry Hall, 777 Pearl Street, Eugene, Oregon. The Notice <br /> advised per ons desiring to comment thereon to submit the same in writing within 15 days <br /> from that d to of posting. <br /> C. Five written comments were received. The issues raised therein, and my <br /> findings in esponse thereto are as follows: <br /> Comment 1: Property owners should receive free permits because they <br /> alrea y pay property taxes. <br /> Findin Property taxes pay for general services (i.e., public safety, library, <br /> etc.). Preferential parking programs such as this are special services and must be <br /> supp rted in other ways. The proposed fee of $15 per year is nominal and meant <br /> to r over costs incurred by the City in providing this special service to a select <br /> grou of the general public. On-street parking spaces are in the public right-of- <br /> way nd available to the general public. Because of the greater demand for parking <br /> in c rtain neighborhood areas, this program has been implemented to provide <br /> pref rential treatment to residents for long-term parking in order to maintain the <br /> lives iliry and residential character of the neighborhood. Residents and property <br /> own rs do not have to buy a permit to park on the street, but the permit gives <br /> the extended privileges not available to the non-permit holder. <br /> Comment 2: The money the Ciry spends on the upkeep of the WUNA <br /> Administra ive Order - 1 <br /> <br />
