- <br /> NOTICE OF INTENDED RULEMAKING <br /> <br /> ~ PRQPOSED ADOPTION OF RESIDENTIAL PERMIT PARKING ZONE <br /> &EGULATIONS EMERGENCY ADMINISTRATIVE RULE R-5.040 <br /> AS A PE ~ RULE <br /> NOVICE IS HEREBY GIVEN that pursuant to the authority contained in Sections <br /> 2.019 and x.040 of the Eugene Code, 1971, Micheal D. Gleason, City Manager of the City <br /> of Eugene# intends to adopt as a permanent rule Residential Permit Parking Zone <br /> Regulation$ Emergency Rule R-5.040 adopted on August 15, 1991, which was amended and <br /> the effective date extended to April 15, 1992 on March 13, 1992, which: <br /> Establishes the policy for establishment of or withdrawal from residential <br /> permit parking zones within the City; contains procedures for submission of <br /> applications; the procedure for establishment by the 'Ilraffic Engineer, criteria for <br /> approval; application review; authorizes erection of signs; provides procedures for <br /> application, issuance, duration, and types of permits; sets forth prohibited activities <br /> in connection therewith; procedure for waiver or reduction of fees; and provides for <br /> appeals from decisions of the 'I~affic Engineer or designee. <br /> Residential Permit Parking Zone Regulations Emergency Rule R-5.040 and the <br /> amendment thereto of March 13, 1992 may be reviewed at the office of the Planning & <br /> Development Department, Permit Services Division, 244 East Broadway, Eugene, Oregon <br /> 97401 during normal business hours. <br /> All ;persons wishing to comment thereon or object thereto must submit their <br /> comments or objections to the City's Planning & Development Department, Building & <br /> Permit Services Division, 244 East Broadway, Eugene, Oregon 97401, in writing, within <br /> fifteen (15~', days of the date of the first publication hereof; as indicated below. The City <br /> Manager v~ill thereafter adopt the rule as proposed, or as modified in response to <br /> comments received. <br /> MICHEAL D.
