~ -q~~a ~ <br /> M E M O R A N D U M <br /> 04/17/92 <br /> T0: ' Mike Gleason <br /> FROM: Brant Williams <br /> SUBJECT: Order Authorizing Permanent Residential Permit Parking Regulations <br /> Attached is an order authorizing the City's Residential Permit Parking Zone <br /> Regulations. This past fall, the establishment of program fees required the <br /> need for formal regulations for the existing zones in the University area <br /> neighborhoods. Emergency rules were adopted to accommodate this. The at- <br /> tached permanent rules are similar to these emergency rules. <br /> One issue with this which we've discussed briefly deals with the Dental Arts <br /> parking issue in the West University area. On pages 7 and 8 of the order, <br /> there is a summary of their objection and staff's proposed finding. I recom- <br /> <br /> mend not making any changes to the regulations since their request is incon- <br /> sistent ~vith the intent of the program. I did discuss this with the Mayor. <br /> I don't believe he was satisfied that there isn't some reasonable justifica- <br /> tion for an exemption. <br /> The Dental Arts request is actually looking for some long term guarantee by <br /> the city to allow them to park in the residential area. To my knowledge, the <br /> city has never provided for such an arrangement for use of the public right- <br /> of-way for private purposes. In fact, the residential permit zones them- <br /> selves ale not guaranteed for any period of time. Others involved, including <br /> the neiglhborhood association and the attorney's office, also do not believe <br /> the exemption is justified. Debra Ehrman has indicated she's okay with this. <br /> I will respond to the Dental Arts request and will include a copy of the <br /> adopted regulations and an explanation of their appeal rights. <br /> If this is satisfactory, please sign the order and return it to me.
