Jr0 ~~2~09 <br /> 1 a-- <br /> ADMII~iISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene, Oregon <br /> Establishing a Residential Permit Parking Zone <br /> For the East Side of Villard Street <br /> Between 15th Avenue and 17th Avenue <br /> The raffic Engineer of the City of Eugene finds that: <br /> A. Residential Permit Parking Zones Regulations Administrative Rule R-5.040 provides that <br /> the designat on of or removal of such permit pazking zones be effected by administrative order of the <br /> City's Tra Engineer. <br /> B. On Februazy 21, 1992, the City received an application signed by over 50% of the <br /> adjacent pro erty owners and tenants for designating a residential permit pazking zone along the entire <br /> east block f ce of Villazd Street between 15th Avenue and 17th Avenue. <br /> C. Notice of the City's intent to establish a residential permit pazking zone was given to <br /> property o ers and tenants within the affected azea of the proposed zone. <br /> D. The proposed zone has been reviewed and is found to be in conformity with the policies, <br /> regulations d criteria set forth in Rule R-5.040. <br /> NOW, THEREFORE, <br /> <br /> ~r Bas upon the above findings, and pursuant to the authority contained in Administrative Rule <br /> R-5.040, th Traffic Engineer of the City of Eugene orders that: <br /> 1. The following described azea is hereby established as a residential permit pazking zone: <br /> The one block section along the east side of Villard Street between 15th Avenue <br /> and 17th Avenue. <br /> 2. The zone shall be designated Zone A and shall allow 2-hour public parking between 9:00 <br /> a.m. and 300 p.m., Monday through Friday, except legal holidays and except Zone A permitted <br /> vehicles. <br /> 3. Persons residing in or owning residential property within the zone designated herein may <br /> apply fora one A permit entitling the holder thereof to preferential long-term pazking at Zone A signed <br /> parking are within the designated zone. <br /> 4.
