Under the provisions of Chapter 1V, Section 16 of the Eugene Charter of <br /> 1976, th City Manager is designated as the administrative head of the City, and is <br /> specifical authorized to appoint and remove all employees (except as otherwise provided <br /> in the C artery, organize, disband, or reorganize City departments, and to enforce all <br /> ' ordinan s of the City. <br /> B. Pursuant to that authority, the City Manager has reorganized the Public <br /> Works D partment and Parks, Recreation and Cultural Services Department (PARCS). <br /> As a re It of the reorganization many of the functions, duties and responsibilities <br /> previousl performed by the PARCS Department are now the function, duty or <br /> responsib lity of the Public Works Department. <br /> 1 <br /> j C. In addition, many provisions of the Eugene Code, 1971, including Sections <br /> 2.812 to .817, authorize or require specific duties or acts to be performed by the person <br /> designate by the City Manager as the Executive Director of the Parks, Recreation and <br /> Cultural ervices Department; and Section 4.330 of the Eugene Code, 1971 authorizes the <br /> City Man ger or designee to designate areas within City parks where dogs may be allowed <br /> to run o leash. In conformity therewith, the City Manager previously found that these <br /> administr five duties could be more efficiently performed by the Executive Director of the <br /> Parks, Re reation and Cultural Services Department, and delegated the same to him by <br /> Administr five Order No. 57-91-03 issued on August 30, 1991. <br /> I <br /> D. Due to the reorganization of the Public Works Department and PARCS <br /> Departm t, Administrative Order No. 57-91-03, and any other administrative orders in <br /> conflict h rewith should be rescinded, together with the delegations contained therein, as <br /> of the a ctive date of this Administrative Order, and the duties and responsibilities <br /> delegated as set forth herein. <br /> E. The Executive Director of the Public Works Department should also be <br /> specificall authorized to delegate all or any of the duties or responsibilities delegated <br /> herein u n a determination that it would be more efficient and in the public interest to <br /> do so. <br /> No ,therefore, based upon the above findings, which are hereby adopted, <br /> Administ five Order - 1 <br /> <br />
