ADMINISTRATIVE ORDER NO. SS- 9~- 09 <br /> of the <br /> City Manager of the City of Eugene <br /> I', Proposed Traffic Diverter Procedure <br /> ' Administrative Rule R-5.040TD <br /> ~I <br /> I <br /> ' The City Manager of the City of Eugene finds that: <br /> A. Under the provisions of Section 5.040 of the Eugene Code, 1971, the City <br /> Manager has authority to establish, maintain, remove or alter traffic control areas and traffic <br /> control devices, including traffic diverters. Ordinance No. 19779, which amended. Section <br /> 5.040 of the Eugene Code, 1971, repealed the Traffic Diverter Policy set forth in Resolution <br /> Np. 2414 and' requested that the City Manager establish similar procedures administratively. <br /> I Section 2.019 of the Eugene Code, 1971, authorizes the City Manager to adopt rules <br /> ~I necessary for the administration or enforcement of provisions of the Eugene Code, 1971. <br /> B. The installation of traffic diverters is recognized as a means of improving the <br /> living environment along local streets that are affected by adverse traffic conditions that <br /> typically include average daily traffic volumes in excess of S00 vehicles, more than 35% <br /> through traffic (i.e., traffic passing through the area), and greater than 10% through truck <br /> traffic and 8Sth percentile speeds over 30 miles per hour. It is also recognized that the <br /> installation of such devices may have detrimental impacts on other nearby local streets and <br /> dCleterious effects on nearby arterial streets and intersections. <br /> I! ~ C.
