Parking space rental permits may be issued for the vehicular use <br /> j Ali, of'~ a portion cif public right of way as a designated parking space, or other portion of the <br /> right of way as authorized for commercial operations involving construction, maintenance, <br /> or' moving activities. A parking space rental permit may be issued on an individual basis for <br /> ~ a non-commercial use provided the applicant can demonstrate .that except for the non- <br /> !
