" ~ of the <br /> City Manager of the City of Eugene , <br /> ESTABLISHING FEES FOR <br /> PARKING SPACE RENTAL PERMITS <br /> Ili The pity Manager of the City of Eugene finds as follows: <br /> ICI A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine aid set fees and charges to be imposed by the City for services, goods, use of <br /> municipal prpperty, and licenses and permits. <br /> B. In accordance with the procedures set forth therein, on August S, 1994 I <br /> notified the ,Mayor and City Council that I intended to establish fees for processing <br /> applications for the temporary use of the public right-of--way through the Parking Space <br /> Rental Permit process as set forth in the Notice of Intended Fees attached as Exhibit A <br /> thereto and incorporated therein by reference. Notice was also posted at two locations at <br /> City Hall on August 4, 1994, and made available for inspection by interested persons at the <br /> ' o>;fices of the City Manager, City Hall, 777 High Street, Eugene, Oregon 97401 during <br /> ~ nprmal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of <br /> holidays). The Notice provided that written comments would be received thereon for a <br /> period of 15 days from the first date of posting. No responses were received within the time <br /> or in the manner required by the Notice. <br /> C. I find that the fees set forth in Exhibit A hereto are consistent with applicable <br /> ~ olicies and directives of the Ci Council that t e <br /> p ty h direct beneficianes of City sernces be <br /> 'I charged fees that recover the cost of providing the service; are consistent with other parking <br /> rates within the City;, and` are necessary in order to defray the City's personnel costs <br /> associated with providing- these services. <br /> D. 'Establishment of the fees is in the public interest, and it is essential for future <br /> Citty budgets that. these rates be implemented without delay. <br /> On the basis of these findings, I order that: <br /> II The fees set forth on Exhibft A attached,hereto and incorporated herein by reference <br /> are hereby adopted as the fees to be charged for the services set forth therein, as of the <br /> effective date of this order. <br /> Iii Dated and effetive this J2~day of September, 1994. <br /> ~ <br /> 'I cheal D.
