~S_9~~~~ <br /> t.. <br /> ADMINISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene <br /> ~ ~ru evENUE INSTALLATION OF BIKE LANE <br /> I <br /> The Traffic E~gineer of the City of Eugene finds that: <br /> 1. The, Eugene Code, Section 5.040 provides that the City Manager (or designee) shall <br /> exercise specific traffic duties by administrative action, including: the implementation of <br /> ordinances, r solutions, and motions of the council and his or her own orders by installing traffic <br /> control devic~s; and establishing, maintaining, removing or altering all iraffic control areas and <br /> traffic controls devices; <br /> 2. The', administrative action taken to provide for a bike lane on 13th Avenue, and the <br /> resulting remc}val of on-street parking and other necessary changes to traffic controls, is based on <br /> consideration I,of, and compliance with, the criteria set forth in Eugene Code, Section 5.055; <br /> 3. The'Eugene Bikeways Masterplan designates that 13th Avenue between Chambers <br /> Street and Kincaid Street shall have an on-street bike lane; <br /> 4. The 'project is consistent with the City Council's transportation goal of promoting <br /> alternative modes of transportation and other adopted state and local plans and laws; <br /> I <br /> 5. The ~iCity Council appointed a special subcommittee (Council Subcommittee on 1994 <br /> Bikeways Proj~cts) in June of 1994, to specifically examine mitigation of the effects of parking <br /> removal in the Westside Neighborhood. The City Council subsequently approved a set of <br /> recommendatipns for 13th Avenue based on the subcommittee's final report, which shall be <br /> implemented Concurrently with the bike lane; <br /> 6. The ,installation of the bike lane requires on-street parking be prohibited along the south <br /> side of 13th ~'veriuefrom Chambers Street to Lincoln Street except for the one block section <br /> from Lawrenc~ Street to Lincoln Street where. a new parking bay will be constructed to mitigate <br /> parking loss in this commercial area. Existing on-street parking will be retainedalong the north <br /> side of 13th A~renue. Parking on Lawrence Street, both north and south of 13th Avenue, will be <br /> egulated to provide additional short term parking. A commercial marked parking space will be <br /> esignated on ~~Lawrence Street north of 13th Avenue, if desired by the businesses in the area; <br /> 7. Prov ding a separate bicy <br /> le facility in this corridor will provide safer conditions for <br /> icycle travel nd otherrtravel modes on 13th Avenue. The final design is in conformance with <br /> raffic enginee ing standards; and <br /> i <br /> 8. The sty provided a notice to ownersloccupants of the proposed bike lane project in <br /> li ay of 1994, nd received a number of written and verbal comments from the affected parties, <br /> rimarily oppo~ed to the loss of on-street parking.
