<br /> Iy. v SV~ <br /> ADMINISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene <br /> WASHINGTON STREET -INSTALLATION OF BIKE LANE <br /> II he Traffic En ineer of the City of Eugene finds that: <br /> 1. The ugene Code, Section 5.040 provides that the City Manager (or designee) shall <br /> xercise specif c traffic duties by administrative. action, including: the implementation of <br /> rdinances, res lutions, and motions of the council and his or her own orders by installing traffic <br /> 'i ontrol devices and establishing, maintaining, removing or altering all traffic control areas and <br /> raffic control evices; <br /> II 2. The dministrative action taken to provide for a bike lane on Washington Street, and the <br /> esulting remo al of on-street parking and other necessary changes to traffic controls, is based on <br /> on~ideration o ,and compliance with, the criteria set forth in Eugene Code, Section 5.055; <br /> 3. The ugene Bikeways Masterplan designates that Washington Street riorth of 13th <br /> venue shall h ve an on-street bike lane; <br /> 4. The oject is consistent with the City Council's transportation goal of promoting <br /> Itetnative mod s of transportation, and other adopted state and local plans and laws; <br /> !i 5. The ity Council appointed a special subcommittee (Council Subcommittee on 1994 <br /> ikeways Proje ts) in June of 1994, to specifically examine mitigation of the effects of parking <br /> emoval in the estside,Neighborhood. The City Council subsequently approved. a set of <br /> ecommendatio s for Washington Street based on the subcommittee's final report, which shall be <br /> i, i plemented c ncur~ently with the bike lane; <br /> 6. The p oposed street design requires on-street parking be prohibited along the east side <br /> f Washington treet between 13th Avenue and 8th Avenue. Two new parking stalls will be <br /> 'I i stalled on the west side of Washington Street between 1 1 th Avenue and 10th Avenue, where <br /> ~ arking is curve tly prohibited. Similarly, on the north side of 10th Avenue between Washington <br /> treet and Law ence Street, two n~vv parking stalls will be installed where parking is currently <br /> rohibited; ' <br /> 7. Provi ing a separate bicycle facility in this corridor will provide safer conditions for <br /> icycle travel a d other travel modes on Washington Street. The final design is in conformance <br /> - ith traffic eng veering standards; and <br /> 8. The City provided a notice to owners\occupants of the proposed bike lane project in <br /> ay of 1994, and received a number of written and verbal comments from the affected parties, <br /> rimarily oppos d to the loss of on-street parking. These concerns were responded to directly by <br /> ~taff and/or thr ugh the work of the council subcommittee. <br /> I <br /> <br />
