it <br /> 1 <br /> ADMINISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene <br /> -~FFFERSON STREET -INSTALLATION OF BIKE LANE <br /> The Traffic E ineer of the City of Eugene finds that: <br /> <br /> I <br /> 1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shall <br /> exercise speci is traffic duties by administrative action, including: the implementation of <br /> <br /> I, ordinances, re olutions, and motions of the council and his or her own orders by installing traffic <br /> control device ;and establishing, maintaining, removing or altering all traffic control areas and <br /> traffic control evices; <br /> <br /> I 2. The dministrative action taken to provide for a bike lane on Jefferson Street, and the <br /> resulting remo al of on-street parking and other necessary changes to traffic controls, is based on <br /> <br /> it consideration f, and compliance with, the criteria set forth in Eugene Code, Section 5.055; <br /> <br /> ~I 3. The ugene Bikeways Masterplan designates that Jefferson Street north of 13th <br /> <br /> ' Avenue shall ave an on-street bike lane; <br /> 4. The roject is consistent with the City Council's transportation goal of promoting <br /> alternative mo es of transportation, and other adopted state and local plans and laws; <br /> <br /> ~ 5. The ity Council appointed a special subcommittee (Council Subcommittee on 1994 <br /> <br /> I Bikeways Proj cts) in June of 1994, to specifically examine mitigation of the effects of parking <br /> <br /> 'I removal in the Westside Neighborhood.. The City Council subsequently approved a set of <br /> recommendati ns for Jefferson Street based on the subcommittee's final report, which shall be <br /> implemented oncurrently:with the bike lane; <br /> 1 <br /> 6. The roposed street design requires on-street parking be prohibited on Jefferson Street <br /> <br /> li on the west si a between Broadway and 1 1 th Avenue, and between 12th Avenue and 13th <br /> Avenue, and o the east side from south of 10th Avenue to 12th Avenue; <br /> 7. Prov ding a separate bicycle facility in this corridor will provide safer conditions for <br /> bicycle travel nd other travel modes on Jefferson Street. The final design is in conformance with <br /> traffic enginee ing standards; and"~ <br /> 8. The ity provided a notice to owners\occupants of the proposed bike lane project in <br /> <br /> ~I May of 1994, and received a number of written and verbal comments from the affected parties, <br /> primarily oppo ed to the toss of on-street parking.
