The ugene Code, Section 5.040 provides that the City Manager (or designee) <br /> hall exercises ecific traffic duties by administrative action, including: the implementation <br /> f ordinances, esolutions, and motions of the council and his or her own orders by <br /> nstalling traffi control devices; and establishing, maintaining, removing or altering all <br /> raffic control reas and traffic control devices; <br /> 2. The dministrative action taken to provide for bike lanes on Chambers Street, <br /> nd the resulti g removal of on-street parking and other necessary changes to traffic <br /> ontrols, is ba ed on consideration of, and compliance with, the criteria set forth in Eugene <br /> ode, Section .055; <br /> i <br /> 3. The ugene Bikeways Masterplan designates that Chambers Street between 18th <br /> venue and 2 th Avenue shall have on-street bike lanes; <br /> 4. The roject is consistent with the City Council's transportation goal of promoting <br /> Iternative mo es of transportation, and other adopted state and local plans and laws; <br /> S. The roposed street design requires on-street parking be prohibited on Chambers <br /> treet on the est side between 18th Avenue and 24th Avenue, and on the east side <br /> etween 23rd venue and 24th Avenue, and allows on-street parking to remain along the <br /> ast side betty en 19th Avenue and 23rd Avenue; <br /> ' 6. Provi ing separate bicycle facilities in this corridor will provide safer conditions <br /> or bicycle tra el and other travel modes on Chambers Street. The final design is in <br /> onformance ith traffic engineering staridards; and <br /> 7. The ity provided a notice to owners\occupants of the proposed bike Lane project <br /> n May of 199 ,and received a small number of verbal comments from the affected <br /> arties, primar ly opposed to the lo~ss'of on-street parking. These concerns were <br /> esponded to irectly by staff. <br /> l <br /> Now, Therefore, <br /> Based upon th aforementioned findings, and pursuant to the authority provided in the <br /> Eugene Code, he Traffic Engineer orders that: <br /> j 1. Bike lanes shall be marked along both sides of Chambers Street between 18th <br /> Avenue and 2 th Avenue; and <br /> <br />
