<br /> r I.. <br /> ~ ~ <br /> F ~ <br /> y ~,q~ . <br /> ADMINISTRATIVE ORDER <br /> - of the <br /> Traffic Engineer of the City of Eugene <br /> D <br /> The Traffic E gineer of the City of Eugene finds that: <br /> 1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) <br /> shall exercise specific traffic duties by administrative action, including: the implementation <br /> of ordinances resolutions; and motions of the council and his or her own orders by <br /> installing traff c control devices; and establishing, maintaining, removing or altering all <br /> ,traffic control areas and traffic control devices; <br /> 2. The administrative action taken to provide for bike facilities in the form of shared <br /> bike and auto travel lanes on High Street and 3rd Avenue, and the resulting removal of on- <br /> street parking and other necessary changes to traffic controls, is based on consideration <br /> of, and compl ance with, the criteria set forth in Eugene Code, Section 5.055; <br /> ai <br /> 3. The Eugene Bikeways Masterplan designates that High Street between 4th <br /> j ;Avenue and 5 h Avenue shall have on-street bike lanes, and that High Street between 4th <br /> Avenue and 3 d Avenue, and 3rd Avenue between High Street and Coburg Road shall have <br /> signed routes; <br /> 4. The project is consistent with the City Council's transportation goal of promoting <br /> alternative m des of transportation, and other adopted state and local plans and laws; <br /> 5. The proposed street design requires on-street parking be, prohibited along the <br /> west side of igh Street and along the north side of 3rd Avenue; <br /> 6. Pro iding bicycle facilities in this corridor will provide safer conditions for bicycle <br /> travel. and oth r travel modes on both High Street and 3rd' Avenue. The final design is in <br /> conformance ith traffic engineering standards; and <br /> I <br /> ~ 7. The ity provided a notice to owners\occupants of the proposed bike lane project <br /> in May of 199 ,and received a small number of verbal comments from the affected <br /> parties, prima ily opposed to the ~ss of on-street parking. These concerns were <br /> responded to irectly by staff. <br /> j Now, Therefore, <br /> Based upon th aforementioned findings, and pursuant to the authority provided in the <br /> Eugene Code, he Traffic Engineer orders that: <br /> 1. Str et striping shall be changed to provide wider, shared bike and auto travel <br /> lanes on High treet between 5th Avenue and 3rd Avenue, and on 3rd Avenue between <br /> ;High Street a Coburg Road; and <br /> <br />
