<br /> April 27, 1995 <br /> <br /> To: Mayor, Council and Interested Parties <br /> From: Public Works Department <br /> Subject: FY96 Wastewater Service Charges <br /> This memo is provided to the Council at this time for general information, <br /> and also to describe the process used in setting Wastewater Service Charges. <br /> Information on the proposed Wastewater Service Charges that would take .effect <br /> July 1, 1995, is included in the attached Notice. A fact sheet is also <br /> included that provides additional background on the proposed charges. A <br /> brochure will be mailed to all customers during the month of June, describing <br /> the Wastewater Service Charges, how charges are calculated, and some of the <br /> types of services provided. <br /> Public Notice of the proposed fees will appear in the Register Guard on <br /> Monday, May 1st, and will be published again on Sunday, May 7th. In <br /> addition, a display ad will appear in the City/Region section of the Register <br /> Guard on Wednesday, May 3rd. <br /> Section 6.411 of the Eugene City Code sets out the process for adopting <br /> wastewater service charges. That process begins with the publication of a <br /> Public Notice, a 15 day comment period and an Administrative Hearing. The <br /> hearing will be held at 11:00 am., May 15th, at the Public Works Building. <br /> After review of the hearing results and any modifications to the proposed <br /> rates, the City Manager will adopt an Administrative Order establishing new <br /> wastewater service rates effective on billings mailed on or after July 1, <br /> 1995. A copy of that Order will be given to the Mayor, Council and all <br /> persons that have submitted oral or written comments on the proposed rates. <br /> Unless reviewed by the Council, the Administrative Order becomes final on the <br /> eleventh day after it is issued. <br /> The Council has directed that an analysis of cost recovery be included with <br /> the adoption of any fee or charge. The Wastewater Service Charges are set to <br /> recover the full costs of providing sanitary sewer services. The Sewer Fund <br /> is not subsidized by any other City fund or service. <br /> One part of the wastewater service charge collected by the City funds the <br /> Metropolitan Wastewater Management Commission (MWMC). The FY96 MWMC budget is <br /> scheduled for Council review and ratification at the May 22nd Council <br /> session. <br /> For additional information on the Wastewater Service Charges or the rate <br /> setting process, contact Glen Svendsen at 687-5257.
