Section ?.0?0 of the Eugene, Code, 1971 authorizes the City Manager to determine <br /> and set. fees ar d charges to be imposed by the City for services, goods, use of municipal property, <br /> and licenses elld pt;t'mlts. In accordance with the procedures set forth therein, and the further <br /> authority of Section 7.13(1 of the Eugene Code, 1971, on August I, 1994 I "adopted <br /> Administrativ Order No. ~~-94-I ~-l: establishing; fees for engineering services for privately <br /> constructed pt blic improvements. <br /> R. These en~~ineering ser~•ices are. provided on ,-equest to private parties and other <br /> governmental agencies that construct projects that become public improvements upon completion <br /> and are charg d for on an hourly basis. Hourly rates are established at the start of. each fiscal <br /> year to recov r the full cost of engineering seivices for each classification of engineering <br /> employee. I herefore intend to repeat the currently effective fees set forth in Administrative <br /> Order No. 58- 4-13-P and establish fees based on the hourly rates of engineering employees for <br /> the 1995-96 fiscal year as set forth in the Notice of Intended Fees attached as F_xhibit A hereto <br /> and incorpora ed herein by reference <br /> C. The fees set forth in Exhibit hereto are consistent with applicable policies and <br /> directives of he City Council, comparable to the fees established in other jurisdictions and <br /> private btrsin sses for providing such services, are based on the hourly rates of engineering <br /> employees, ar d are necessary in order to comply with the City Council's directive and the <br /> requirements f Section 7.13Q of the Eugene Code, 1.971. that the fee charged for these services <br /> recover the City's full costs, including plan revieti\% engineering, inspection and overhead casts. <br /> On the basis of these findings, 1 order that: <br /> 1.
