ADMINISTRATIVE ORDER NO. 58-95-07-F <br /> of the <br /> City Manager of the City of Eugene <br /> ESTABLISHING FEES FOR ENGINEERING SERVICES <br /> F R PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> D REPEALING ADMINISTRATIVE ORDER NO. 58-94-13-F <br /> The C ty Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br /> and set fees an charges to be imposed by the City for services, goods, use of municipal property, <br /> and licenses a d permits. <br /> B. In accordance with the procedures set forth therein, and the further authority of <br /> Section 7.130 f the Eugene Code, 1971, on June 8, 1995 I notified the Mayor and City Council <br /> that I intende to repeal the currently effective fees for engineering services for privately <br /> constructed pu lic improvements as established by Administrative Order No. 58-94-13 on August <br /> 1, 1994. The otice was also posted at two locations at City Hall on June 8, 1995 and made <br /> available for i spection by interested persons at the offices of the City Manager, 777 Pearl Street, <br /> Eugene, Oreg n 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> Friday, exclusi e of holidays). The Notice provided that written comments would be received <br /> thereon for a p rind of 15 days from the date of posting. No comments were received within the <br /> time or in the manner required by the Notice. <br /> C. find that the fees set forth in Exhibit A hereto are consistent with applicable <br /> policies and irectives of the City Council, comparable to the fees established in other <br /> jurisdictions a d private businesses for providing such services, are based on the hourly rates of <br /> engineering e ployees, and are necessary in order to comply with the City Council's directive <br /> <br /> .and the requir ments of Section 7.130 of the Eugene Code, 1971 that the fee charged for these <br /> services recov r the City's full costs, including plan review, engineering, inspection and overhead <br /> costs. <br /> On the basis of these findings, I order that: <br /> 1. he fees set forth in Exhibit A hereto are hereby established as the fees to be <br /> charged for th engineering services for privately constructed public improvements as set forth <br /> therein, effecti e 12:01 a.m., July 1, 1995. <br /> 2. dministrative Order No. 58-94-13-F, and the fees established therein, are hereby <br /> repealed as of midnight, June 30, 1995. <br /> Dated his day of June, 1995. <br /> _ _ i~ <br /> Michea .
