<br /> t <br /> ADMINISTRATIVE ORDER NO. 58-95-08-F <br /> of the <br /> City Manager of the City of Eugene <br /> NDING PORTIONS OF THE SYSTEMS DEVELOPMENT <br /> CHARGE METHODOLOGY <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Sections 2.020 and 7.705 of the Eugene, Code, 1971 authorize the City <br /> Manager of he City of Eugene to determine and set fees and charges to be imposed <br /> by the City f r services, goods, use of municipal property, and licenses and permits, <br /> and specifi Ily systems development charges. Section 7.710 of the Eugene Code, <br /> 1971 further authorizes the City Manager to adopt and/or amend by administrative <br /> order, the thodologies used for establishing the systems development charges, and <br /> provides thi may be effected concurrent with the establishment or revision of a <br /> systems dev lopment charge. <br /> B. n acxordanoe with the procedures set forth therein, on June 20, 1995 I <br /> ' notified the ayor and City Counclors that i intended to amend the current City of <br /> Eugene Syst ms Development Charges (SDGs) for each system by 2.65%, based on <br /> the City Engi ear's review of the National Construction Cost Index published by the <br /> ' Engineering ews Record for the preceding twelve months; and to revise Appendix <br /> F, of the Met odologies, the Park System Charge Detai! to include component costs <br /> not reflected n the original analysis, asset forth in the Notice of Intended Amendment <br /> of Systems velopment Charge Methodology attached as Exhibit A thereto and <br /> ' incorporated herein by reference, including the attachments thereto. <br /> C. a Notice .was also posted in four public places within the City and <br /> published in a Register Guard, a newspaper of general circulation within the City on <br /> une 20, 19 5. The Notice provided that written comments could be submitted <br /> .hereon for period of 30 days from the date of posting and publication. No <br /> mments re received within the time or in the manner required by the Notice. <br /> D.
