ADMINISTRATIVE ORDER NO. 58-95-09-F
of the
CITY MANAGER OF THE CITY OF EUGENE, OREGON
Policy and Procedures Regulating Vehicle Parking
Off Improved Surfaces in Parks
The C ty Manager of the City of Eugene finds that:
A. Pursuant to the authority contained in Sections 2.019 and 5.040 of the Eugene
Code, 1971, o June 22, 1995 I issued Administrative Order No. 58-95-09 proposing the adoption
of policy and roCedures regulating vehicle parking off improved surfaces in parks. .
B. Notice of the proposed amendments was published in the Register Guard for five
consecutive d ys, to-wit, on June 25, 26, 27, 28, and 29, 1995. The Notice was also made
available to p rsons who had requested notice, and provided that written comments would be
received there n for a period of 15 days from the first date of publication.
C. Three comments were received in the manner required by the Notice, to which I
make the foil ing findings:
Comment 1: The Executive Director of WISTEC expressed concern that the
parkin fee requirement of Subsection 3.6 of the Policy and Procedures would seriously
interfe a with the current contractual relationship WISTEC has with the University of
Orego to allow overflow parking in the WISTEC paved lot and grassy surfaces during
home otball games. The amounts received from the U of O are not large, but are vital
to the ontinued operation of WISTEC.
Fi~dinE: In response to this comment, staff has recommended that the Policy and
Proced res be revised to allow the Parks Operation Manager to waive the requirement to
charge nd/or pay the parking fee to the City for those events that are limited to one day
only, roviding the promoter is in compliance with other requirements of the rule. I
concur with the staff's recommendation, and the waiver provision has been added to the
rule.
Comment 2: The President of the Japanese-American Association of Lane County
indica d that it most likely would be unable to comply with the application requirements
of the olicy and Procedures for its annual O'Bon Festival which is scheduled for July 29,
1995 i Alton Baker Park, and requested that the proposed rules not be adopted, or in the
alterna ive not become effective until after July 29, 1995.

' .
