<br /> r ~ s• <br /> t <br /> ADMINISTRATIVE ORDER NO. 589511 <br /> of the <br /> CITY MANAGER <br /> PROPOSED OZONE PROTECTION <br /> ADMINISTRATNE RULE 6.725 <br /> Pursuant to I',the authority contained in Sections 2.019 and 6.725 of the Eugene <br /> ode, 1971, I nt nd to adopt Ozone Protection Administrative Rule R-6.725, to read <br /> nd provide: <br /> Z NE TECTI N ADMINISTRATIVE RULE R-6.725 <br /> -6.725-A Pu e. <br /> Sections 00 to 6.725 of the Eugene Code, 1971 were adopted to reduce the <br /> ale and use f zone depleting products within the city of Eugene through educating <br /> he public ab t zone-depleting products and available altematives for those <br /> roducts, acid by prohibiting the sale and use of certain ozone-depleting products for <br /> hich safe an st-competitive alternative products exist. These rules are intended <br /> o implement h ordinance by establishing the process and criteria for determining <br /> hich ozone a leting products shall be prohibited, and the process for ensuring <br /> nforcement f t e prohibitions. <br /> To furthe t le goals of Sections 6.700 to 6.725 of the Eugene Code, 1971, the <br /> ity Manager it periodically publish a review of the actions taken by the City using <br /> hese rules a the educational efforts undertaken by the city. These reviews should <br /> nclude avails le informs#ion about the reductions of ozone depleting chemicals <br /> chieved byte les, the economic impact of these reductions and the costs to the <br /> ity of admini t 'ng the rules. <br /> Section .7 0 of the Eugene Code identifies three categories of products (plastic <br /> oam insulati roducts used in construction; other products containing HCFCs; and <br /> esticides co tai ing HCFC 123,E CFC 113, methyl bromide, or any other ozone- <br /> epleting the i I which is installed with an agent containing HCFC 123, CFC 113 or <br /> ethyl bromi ) or which the City Manager must make determinations as to the <br /> xistence of a to atives which are cost-effective and safe. If such altematives exist, <br /> hen the City a ager, by rule, shall prohibit the sale and use of those products.
