Bas don the criteria contained in section R-6.725-D, the City Manager shall <br /> etermine wh th r safe and cost-effective alternatives exist for (1) al! plastic foam <br /> nsulation pro u s, (2) other products containing HCFCs, and (3) pesticides <br /> ntaining HC 123, CFC 113, methyl bromide, or any other ozone-depleting <br /> hemical whic i installed with an agent containing HCFC 123, CFC 113 or methyl <br /> romide. The r cess for making such a determination with respect to any of the <br /> roducts inclu a with these three categories shall begin with the Lane Regional Air <br /> ollution Auth r' y (LRAPA) providing to the City Manger information about the <br /> xistence of a e natives to the ozone depleting chemical. <br /> 2 . 6a d i on the criteria set forth in R-6.725-D, the City Manager also may <br /> etermine tha o~her products not covered by subsection 1 are ozone-depleting <br /> roducts for hi+~h safe and cost-effective alternatives exist. This process also shall <br /> egin with re i t of information from LRAPA regarding the ozone-depleting nature of <br /> he product, a d~the existence of altemative products which are safe and cost- <br /> ffective. <br /> 3. An E gene resident or person with a business operating within Eugene <br /> ay request t e City Manager to determine that other products not covered by <br /> R-6.725-C-1 r ozone-depleting products for which safe and cost-effective <br /> Itematives a is . Such requests must include information that addresses the criteria <br /> et forth in R- . 25-D. LRAPA will consider these requests when it periodically <br /> develops info m tion regarding tie ozone-depleting nature of other product, and the <br /> existence of 1te native products which are safe and cost-effective. <br /> 4. An E,~gene resident or person with a business operating within Eugene <br /> may request he City Manager reconsider the ban of an ozone-depleting product when <br /> new informati n shows that the alternative ozone-safe product is either not available, <br /> safe or cost- petitive. Such requests must include information that addresses the <br /> <br /> criteria set fo h n R-6.725-D. These requests will be considered at the same time as <br /> other decisio s about ozone-depleting products.
