If the City Manager determines, ased on the ri ria set forth in subsection 1 of this section, that an ozone-safe ubstitute is n 1 nger available for a product listed on Appendix A of this Rule, the roduct shall a emoved from Appendix A and added to Appendix B (Ozone-Depleting roducts not ro~ibited).
