r a Attachment #4 of Exhibit A

' Administrative Order No. 58-96-06
1.1.2 Rates For Existing Development
1.1.2.1 Single Family Dwellings 8~ Duplex
For existing single family dwellings the local wastewater charge is the
rate for one EDU. For an existing duplex developments, the charge is
equal to two times the rate for one EDU.
1.1.2.2 All other development with wastewater discharge less
than 100,000 gallons per day
For administrative convenience, rather than verifying by physical
inspection the numbers of plumbing fixture units in existing development
that is connecting to the wastewater for the first time, the local
wastewater SDC shall be determined by using the historic winter water
consumption for the existing development. The existing development's
consumption for the preceding months of December through April is
totaled and averaged and the resulting average is multiplied by the rate
per 1,000 gallons. The rate per 1,000 gallons is based on an assumed
typical single-family dwelling average winter water consumption of 6,000
gallons per month, and is calculated by dividing the EDU rate by 6.
1.1.2.3 Large Volume Users with wastewater discharge greater
than 100,000 gallons per day
For existing development with measured or proposed total flow greater
than 100,000 gallons of water discharged per day, the local wastewater
charge is equal to the total amount of water being discharged per day
(Total Flow), divided by the presumed continuous EDU flow estimate,
multiplied by the rate for one EDU. The presumed continuous EDU flow
estimate (average gallons per day) represents the assumed daily flow of
atypical EDU, if continuous consumption occurred over a 24 hour
period. The presumed continuous flow measure is estimated as 600
gallons per day.
1.2 Formula for the River Road/Santa Clara/HVVY 99 Areas/Highway 99 Areas
This charge would be classified as a reimbursement for the City's portion of the cost of
that area's sewer system. The charge is based on the trunk sewer, pump station and
force main costs in the area net of federal grants and equivalent assessments and the
developable acres in the area.
July 01, 1996 Methodologies: City of Eugene Page D-5
