1 <br /> investigation of the revenue needs of the City in providing these services and reviewed the <br /> recommendation of the Metropolitan Wastewater Management Commission (MWMC). <br /> F. The MWMC has approved its staffrecommendation asset forth in the Notice attached <br /> to Administrative Order No. 58-96-10 and revised the method used to allocate costs among customer <br /> classes. It has also reallocated costs between the flat monthly component of the MWMC fee and the <br /> flow based component of that fee. The customer service charges recommended by MWMC reflect <br /> this revised cost allocation. The MWMC has also created two additional high strength commercial <br /> customer classes, effective January 1, 1997. <br /> D. Based on that investigation and recommendation, and the findings set forth herein, <br /> I find the proposed fees are in compliance with the Council's directive that the costs of providing <br /> such services be recovered from the beneficiaries of the services, and other applicable policies and <br /> directives of. the Council; are consistent with applicable federal and state regulations and the <br /> recommendations of MWMC; are comparable to the amounts charged by the City of Springfield and <br /> other such service providers; will preserve equity between different classes of ratepayers; and are <br /> based on the proposed budget of the City of Eugene and the adopted budget of MWMC. <br /> On the basis of these findings, I order that: <br /> 1. The Wastewater User Fees set forth in Exhibit A hereto are hereby established as the <br /> fees to be charged for the services set forth, to be effective on all bills issued on or after July 1, 1996. <br /> 2. Administrative Order No. 58-95-05, and the rates established or proposed therein are <br /> repealed, as of the effective date of this Order. <br /> 3.
