<br /> ~ ~ <br /> ADMINISTRATIVE ORDER N0.58-96-14 <br /> of the <br /> City Manager of the City of Eugene <br /> CONCERNING NOTICE OF INTENDED FEES FOR ENGINEERING SERVICES <br /> FOR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> AND REPEALING ADMINISTRATIVE ORDER N0.58-95-07-F <br /> The City Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine and set fees and charges to be imposed by the City for services, goods, use of <br /> I <br /> ~ ~ municipal property, and licenses and permits. In accordance with the procedures set forth <br /> { therein, and the further authority of Section 7.130 of the Eugene Code, 1971, on June 30, 1.995 I <br /> i adppted Administrative Order No. 58-95-07-F establishing fees for engineering services for ' <br /> 'privately constructed public improvements. <br /> ~ B. These engineering services are provided on request to private parties and other <br /> governmental agencies that construct projects that become public improvements upon <br /> I cohipletion and aze chazged for on an hourly basis. Hourly rates aze established at the stazt of <br /> each fiscal yeaz to recover the full cost of engineering services for each classification of <br /> j engineering employee. I therefore intend to repeal the currently effective fees set forth in <br /> Administrative Order No. 58-95-07-F and establish fees based on the hourly rates of engineering <br /> employees for the 1996-97 fiscal year as set forth in the Notice of Intended Fees attached as . <br /> Exhibit A hereto and incorporated herein by reference. <br /> C. The fees set forth in Exhibit A hereto aze consistent with applicable policies and <br /> directives of the City Council, comparable to the fees established in other jurisdictions and <br /> i private businesses for providing such services, aze abased on the hourly rates of engineering . <br /> employees, and aze necessary in order to comply with the City Council's directive and the <br /> req?uirements of Section 7.130 or the Eugene Code, 1971 that the fee charged for these services <br /> j ~ recover the City's full costs, including plan review, engineering, inspection and overhead costs. <br /> On the basis of these findings, I order that: <br /> i <br /> ~ 1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two <br /> I locations at City Hall, and be made available for interested persons at the oiTices of the City <br /> ~ ',Manager, 777 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to <br /> ;,S:OO p.m. Monday through Friday, exclusive of holidays). <br /> i <br /> 2. All persons desiring to comment thereon shall submit written comments as set <br /> ',forth in the Notice.
