, ~ ADMINISTRATIVE ORDER N0.58-96-14-F <br /> <br /> ' ~ ~ ~ of the <br /> City Manager of the City of Eugene <br /> ESTABLISHING FEES FOR ENGINEERING SERVICES <br /> FOR PRIVATELY CONSTRUCTED ~UBL:IC IMPROVEMENTS <br /> AND REPEALING ADMINISTRATIVE ORDER NO. 58-95-07-F <br /> The City Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine and set fees and charges to be imposed by the City for services, goods, use of municipal <br /> property, and licenses and permits. <br /> ~ B. In accordance with the procedures set forth therein, and the further authority of <br /> Seection 7.130 of the Eugene Code, 1971, on July 17, 1996 I notified the Mayor and City Council <br /> ~ that I intended to repeal the currently effective fees for engineering services for privately <br /> ~ ' constructed public improvements as established by Administrative Order No. 58-95-07 on June <br /> 3p, 1995. The Notice was also posted at two locations at City Hall on July 16, 1996 and made <br /> ~ mailable for inspection by interested persons at the offices of the City Manager, 777 Pearl Street, <br /> Eugene, Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> Fhday, exclusive of holidays). The Notice provided that written comments would be received <br /> thereon for a period of 15 days from the date of posting. No comments were received within the <br /> time or in the manner required by the Notice. <br /> C. I find that the fees set forth in Exhibit A hereto are consistent with applicable <br /> ~ policies and directives of the City Council, comparable to the fees established in other jurisdictions <br /> and private businesses for providing such services, are based on the hourly rates of engineering <br /> employees, and are necessary in order to comply with the City Council s directive and the <br /> requirements of Section 7:130 of the Eugene Code, 1971 that the fee charged for these services <br /> recover the City's full costs, including plan review, engineering, inspection and overhead costs.. <br /> ~ On the basis of these findings, I order that: <br /> ~ 1. The fees set forth in Exhibit A hereto are hereby established as the fees to be <br /> ~ charged for the engineering services for privately constructed public improvements as set forth <br /> herein, effective 12:01 a.m. August 1, 1996. <br /> I <br /> I, 2.
